Farm Service Agency's Commitment to Underserved Populations

While FSA is committed to serving all farmers and ranchers, by statute, FSA targets a portion of all Guaranteed loan funds, Direct Operating and Direct Farm Ownership loan funds, Microloan funding, and Youth loans, to historically underserved farmers and ranchers, which include:

  • Women
  • African-Americans
  • Alaskan Natives
  • American Indians
  • Hispanics
  • Asians
  • Native Hawaiians and Pacific Islanders.

What is this funding?

Loans to historically disadvantaged groups and women farmers and ranchers are not a special separate loan program or type. Instead, the USDA offers this designation to indicate that the applicant can additionally access the funding source known as Socially Disadvantaged Applicant (SDA) funding. However, to be considered for this funding, the applicant must voluntarily provide ethnicity, gender, and race information. There is absolutely no difference between minority and female applicants than those who do not qualify other than availability for additional target funding pools.

Your application should be done in conjunction with your local FSA or USDA office. Your local FSA staff will be able to help you throughout your loan application journey and discuss these options with you should you desire.
